Generally, the invitation comes from whoever is paying, but as a courtesy, others can be named.
So if the bride and groom are paying, the invitation starts
“Emma & Martin invite you to their wedding…”
If the bride’s parents are paying, the invitation starts
“Mr. and Mrs. George Smith
invite you to the wedding of
Emma Victoria
Matthew Martin…”
If the groom’s parents are helping, they should be included too –
“Mr. and Mrs. George Smith
Mr. & Mrs. Anthony Martin
invite you to the wedding of
Emma Smith
Matthew Martin”
